You are still outside China, trying to register or log in to Alipay, and the SMS code does not arrive. If you leave it unresolved, you may land without a tested payment path.
Check the country code and number digit by digit. If you copied the number from contacts, retype it once manually.
Request the code once and let the timer finish. Do not stack multiple resend attempts back to back.
If nothing arrives, switch the phone once between Wi-Fi and mobile data, then try again after the cooldown. A successful retry after changing networks has happened for some users, but it is not reliable enough to count on.
